Im not sure what "Statement from the University and College Council" mean, can you please be more specific on what that document must contain, could you be more specific in the requirements of that document please?

It's Universitets- och Högskolerådet, you need to contact. And they will tell you which documents they need to do the an evaluation and recognition of your degree
