Grants for translation/production - fully illustrated

I'm an editor for a German publisher of children's books and I was wondering if my project would be considered fully illustrated - it is a children's non-fiction title and has varying amounts of illustrations on each page, all in colour, but the illustrations aren't necessarily full-page.
