What do I add first if using my recipe doesn't have "wet" ingredients?

I am using the America's Test Kitchen for Whole Wheat Sandwich bread. Their recipe calls for making a soaker and a biga so there's no water to put in before hand. How do I add the ingredients in this case?
I've tried with the biga first. Then I add the rest of the ingredients, minus the salt, soaker, and butter/oil. Then I added the soaker in pieces while the machine is on before autopsying it for 15min. Lastly, I add the salt and butter. I'm having a hard time incorporating the soaker and am left with pockets of just the soaker pieces. Am I going about this the wrong way?
